Haryana RERA Grants Four-Month Extension to Projects Hit by West Asia Crisis

The Haryana Real Estate Regulatory Authority has approved a four-month extension to completion timelines for eligible registered projects, citing construction disruptions tied to the ongoing West Asia conflict. The order was issued on August 11, 2026, and took effect immediately, making Haryana the latest state to act on the Union Housing Ministry's July 31 advisory asking state RERAs to treat the crisis as a force majeure event.
How the Extension Actually Works
The mechanics here matter more than the headline. A four-month extension applies wherever a project's completion date, revised completion date, or extended completion date falls on or after February 28, 2026. Developers don't need to file individual applications to receive it, the extension is automatic for anything meeting that criteria. HRERA drew on its powers under Sections 6, 7(3), 34(f) and 37 of the Real Estate (Regulation and Development) Act, 2016, to issue the order, treating the West Asia situation specifically as a force majeure event affecting construction-material availability and supply chains. Haryana follows Maharashtra and Telangana, both of which had already issued similar four-month extensions.
Why Developers Are Calling This Genuine Relief
Pradeep Aggarwal, Founder and Chairman of Signature Global, said the geopolitical situation in West Asia has severely disrupted global supply chains, leading to acute shortages of vital construction materials. Ashok Singh Jaunapuria, MD and CEO of SS Group, struck a more measured tone, noting the sector has shown resilience through better planning and procurement, but that prolonged global disruptions can still create challenges beyond any single developer's control. Neeraj K Mishra, Executive Director at Ganga Realty, welcomed the extension specifically for the operational flexibility it provides, letting developers maintain construction quality and regulatory compliance without added pressure, while adding that transparency with homebuyers still matters just as much through this period.
The Part Homebuyers Should Know
This isn't a relief without a cost to someone. Under normal RERA rules, developers owe compensation to buyers for unjustified delays. Classifying this period as force majeure exempts developers from that penalty for the extension window, meaning buyers waiting on possession get a longer wait without the usual compensation mechanism kicking in. Consumer groups have flagged this specifically, a blanket extension risks extending the wait for buyers who'd already crossed their original promised timeline before this order was even issued. Worth noting too that this advisory isn't automatically binding, land and real estate regulation sits with individual states, so each state RERA decides its own terms, and must still assess project-by-project eligibility rather than applying it uniformly without any checks.
