Uttar Pradesh's real estate regulator released its Half-Yearly Report for 2026 this week, and it tells two stories at once, depending on which number you're looking at. UP-RERA registered 143 new projects between January and June 2026, up from 134 in the same period last year. Lucknow topped the list by sheer count, 37 projects, ahead of Gautam Buddh Nagar's 27, Ghaziabad's 19, and Agra and Mathura tied at 10 each. Those 143 projects propose 46,049 residential units, backed by a cumulative investment of ₹31,952 crore. UP-RERA Chairman Sanjay Bhoosreddy credited the growth to the state government's development-oriented policies and the regulator's own consistent push for transparency and accountability.
Lucknow's rise as the state's top city for new project registrations says something real about how UP's real estate market is diversifying beyond the NCR belt. But Gautam Buddh Nagar's continued dominance in investment value comes down to scale, its projects skew larger, and the district holds a heavy concentration of luxury and super-luxury developments that individually carry far more capital than a typical Lucknow launch. Ghaziabad tells a similar story on a smaller scale, fewer registrations than Lucknow, but still pulling in substantial investment and a high unit count, evidence that NCR demand hasn't slowed even as other UP cities pick up momentum.
Buried past the growth figures is a section that matters just as much to anyone already holding a stalled project. UP-RERA reports returning ₹2,173.78 crore to homebuyers across 8,212 cases in this half alone, ₹1,623.28 crore transferred directly into buyer accounts after recovery through district administrations in 6,411 cases, plus another ₹550.50 crore disbursed to 1,801 allottees through settlements following recovery certificates. That's a genuinely large enforcement number, and it's the part of RERA's job that rarely gets attention compared to registration statistics.
The Chairman specifically flagged the trend of cities beyond NCR emerging as serious real estate destinations, crediting faster infrastructure development and consistent regulatory oversight for pulling developer interest toward Lucknow, Agra, Mathura and Varanasi. He framed UP-RERA's ongoing priority as strengthening compliance and grievance redressal further, rather than treating this half's growth numbers as a finish line.
