IGRS Rajasthan and E Panjiyan: what they are and why you'll need them
If you're buying a flat in Jaipur, a plot in Udaipur or a shop in Kota, your deal becomes legally yours only once it's registered. In Rajasthan, that whole process runs through IGRS Rajasthan and its online portal, e panjiyan.
IGRS stands for the Inspector General of Registration and Stamps. It heads the state's Registration and Stamps Department, which values property, collects stamp duty and registers deeds at sub-registrar offices across Rajasthan. E panjiyan (also written e-Panjiyan or ePanjiyan; "panjiyan" simply means registration) is the IGRS Rajasthan website, built by NIC, where you do most of the groundwork before you ever walk into an office.
At Hommea, we see buyers lose days and sometimes money because they skip a step or work off old numbers. So we've put everything in one place: what the e-Panjiyan Rajasthan portal does, how Rajasthan property registration works online, the 2026 stamp duty and surcharge rates, DLC rates, and the paperwork to carry.
Quick answer: You value the property and calculate duty on epanjiyan.rajasthan.gov.in, pay through an e-GRAS challan, book a slot online, then sign the deed at the sub-registrar office with the seller and two witnesses. In 2026, a male buyer pays 6% stamp duty, a woman buying alone pays 5%, a combined surcharge of about 33% is added on that duty, and the registration fee is 1%.
E Panjiyan Rajasthan services you can use online
The e-Panjiyan Rajasthan portal at epanjiyan.rajasthan.gov.in handles nearly every pre-registration task, and the newer citizen login (often called ePanjiyan 3.0) runs at citizenepanjiyan.rajasthan.gov.in. Payment happens on a separate state gateway, e-GRAS. Here's what each e panjiyan service actually does for you.
| e-Panjiyan service | What it helps you do |
|---|---|
| Property valuation | Works out the official value of your flat, plot or land using the DLC rate, then shows duty and fees |
| DLC rate information | Lets you check the government's minimum rate for your district, tehsil and zone |
| Stamp duty and fee calculator | Shows stamp duty, surcharges and registration fee for each deed type |
| e-GRAS challan | Pays stamp duty and registration fee by net banking, card or at a bank |
| Time slot booking | Books your appointment at the sub-registrar office (SRO) |
| Document status | Tracks your deed using your Citizen Reference Number (CRN) |
| e-Stamp verification | Confirms an e-stamp certificate is genuine before you rely on it |
| Search / e-Inspection | Lets you look up registered documents linked to a property |
| Certified copies | Gets an official copy of a deed already registered |
| Online stamp refund | Claims back duty on a stamp paper or challan you didn't use |
| SRO list | Finds the right sub-registrar office for your property's location |
One thing we always tell buyers: e-Panjiyan isn't the land records portal. Ownership records for rural land (jamabandi, khasra) sit on Apna Khata, and field maps sit on Bhu Naksha. You'll often need all three for one purchase.
How to do Rajasthan property registration online on E Panjiyan
Rajasthan property registration is part online, part in person. You do the valuation, payment and booking from home, then sign at the sub-registrar office. Here's the order we follow with our own buyers.
- Check the title first. For land or plots, pull the seller's jamabandi on Apna Khata and match the khasra number and boundary on Bhu Naksha. For flats, ask for the previous sale deed and the builder's approvals.
- Sign up on e panjiyan. Register with your mobile number and OTP. You'll get a Citizen Reference Number (CRN). Save it, because every later step asks for it.
- Run the property valuation. Choose Fresh Valuation, then urban or rural, the deed type (for example, sale deed), district, tehsil and SRO. Add the colony or zone, plot or khasra number, area and construction details.
- Review the duty and fees. The portal applies the DLC rate and shows stamp duty, surcharges and registration fee. Check the buyer category (male, female, joint) carefully, as it changes the rate.
- Pay through e-GRAS. Generate the challan and pay by net banking, debit or credit card, or at a bank branch. Keep the receipt.
- Book your SRO slot. Pick the office, date and time online.
- Attend the sub-registrar office. Go with the seller, two witnesses, original IDs and documents. Photos and biometrics are taken, the deed is signed and registered.
- Collect the registered deed and start mutation. Once registered, apply to have the property recorded in your name with the local body or revenue office.
A tip that saves days: finalise every detail before you generate the e-GRAS challan. If you change the area or zone after paying, the challan no longer matches and you'll have to apply for a refund and pay again.
Stamp duty in Rajasthan 2026: rates, surcharges and registration fee
Stamp duty in Rajasthan, collected by IGRS Rajasthan, is 6% in 2026 for a male or joint buyer and 5% for a woman buying alone, charged on the sale price or the DLC value, whichever is higher. Two surcharges are then added on the duty itself, and the registration fee is 1% of the property value.
The change most older guides miss: on 11 February 2026, the state Finance Department raised the infrastructure surcharge under Section 3-A of the Rajasthan Stamp Act, 1998 from 10% to 13% of the duty (notification F.4(2)FD/Tax/2026-132). With the existing 20% surcharge under Section 3-B (often called the cow or "labour" cess), most sale deeds now carry about 33% of the duty on top.
Reported guidance says lower-value instruments (₹10 lakh or below) may still carry the older 10% infrastructure surcharge, making the total about 30% of duty. The e-Panjiyan valuation screen shows the exact figure for your deed, so treat that as final.
What it costs on a ₹60 lakh flat in Jaipur
Say the agreed price and the DLC value are both ₹60 lakh.
- Bought by a man, or husband and wife jointly: stamp duty ₹3,60,000 + surcharges ₹1,18,800 + registration ₹60,000 = ₹5,38,800
- Bought by a woman alone: stamp duty ₹3,00,000 + surcharges ₹99,000 + registration ₹60,000 = ₹4,59,000
That's a ₹79,800 difference. It's a real saving, but think it through: the property then belongs to her alone, and moving it back into joint names later attracts duty again.
Gift deeds between family members
Rajasthan charges much lower duty on gifts within the family. Current guides report nil duty on gifts to a wife, daughter, daughter-in-law or grandchildren, and 2.5% on gifts to a son, brother or sister. Surcharges and the registration fee still apply. These concessions are revised from time to time, so confirm on the portal before you sign.
DLC rate Rajasthan, property search and other IGRS Rajasthan tools
How to check the DLC rate in Rajasthan
The DLC rate (District Level Committee rate) is Rajasthan's version of a circle rate: the lowest value at which a property can be registered. If you agree a price below it, you still pay duty on the DLC value. Rates are set separately for urban and rural areas, and for residential, commercial and agricultural use.
To check it, open the e panjiyan portal, go to DLC rate information, and choose your district, tehsil, SRO and zone or colony. The rate shows per square metre, square yard or bigha depending on the property type. DLC rates are revised every year or so, so check on the same day you value the deed. Third-party sites often show older rates, and a mismatch at the SRO can cost you your slot.
Property search and encumbrance checks
Before you pay a token amount, use the Search / e-Inspection option on e-Panjiyan to see registered documents tied to the property. It helps you spot an earlier sale, a mortgage or a gift you weren't told about. For a formal encumbrance record or certified copies, apply at the sub-registrar office that holds the record. If you're taking a home loan, your bank will usually run this check too, but we suggest you look yourself first.
e-Stamp verification and certified copies
If a seller hands you an e-stamp certificate or an old stamp paper, verify its number on e-Panjiyan before you rely on it. Certified copies of registered deeds can be requested online and collected or downloaded as the portal allows. You'll need one for loans, resale and mutation.
Online stamp refund
If you paid duty for a deed that never got signed, or bought stamp paper you didn't use, claim it back through the Online Refund Application in the citizen area. Choose the refund type, give the reason and keep the challan details handy. Refunds have time limits under the Stamp Act, so don't leave it for months.
Documents for property registration in Rajasthan, and mistakes to avoid
Documents to carry to the sub-registrar office
- Aadhaar and PAN of the buyer and seller (PAN is required for higher-value deals under income-tax rules)
- Passport-size photos of both parties and two witnesses, plus the witnesses' ID
- The draft deed and the e-GRAS payment receipt
- The seller's title documents: previous sale deed, allotment letter or lease deed
- Jamabandi copy from Apna Khata for land or agricultural property
- NOC from the housing society or development authority, where it applies
- Registered power of attorney, if someone signs on another person's behalf
- Proof of the 1% TDS deposit if the price is ₹50 lakh or more
Mistakes we see buyers make
- Budgeting on 6% alone. On a ₹1 crore home, the surcharges add roughly ₹1.98 lakh on top of the duty.
- Using an old calculator. Many tools still show a 20% or 30% surcharge. Since February 2026, most deeds carry 33%.
- Adding a male co-owner by habit. A joint deed loses the women's rate, and the surcharge saving with it.
- Registering below the DLC value. It won't lower your duty, and a cash component leaves you with a weak paper trail.
- Skipping the title check. A low DLC rate on the edge of a city can point to a colony without proper approvals. Ask for the layout approval and conversion order before you commit.
FAQs on IGRS Rajasthan and E Panjiyan
What is IGRS Rajasthan?
IGRS Rajasthan is the Inspector General of Registration and Stamps, who heads the state's Registration and Stamps Department. It values property, collects stamp duty and registers deeds through sub-registrar offices, using the e-Panjiyan portal for online services.
Is e panjiyan the same as IGRS Rajasthan?
Not quite. IGRS Rajasthan is the department that registers deeds and collects stamp duty. E panjiyan is its online portal, where you value property, check DLC rates, pay through e-GRAS and book your sub-registrar appointment.
What is the official e panjiyan website for Rajasthan?
The official portal is epanjiyan.rajasthan.gov.in, and the citizen login runs at citizenepanjiyan.rajasthan.gov.in. Stamp duty is paid on egras.rajasthan.gov.in. Make sure any site you use ends in .rajasthan.gov.in before entering personal details.
Can I complete Rajasthan property registration fully online?
Not fully. Valuation, duty calculation, payment and slot booking happen online on e-Panjiyan. You, the seller and two witnesses still need to appear at the sub-registrar office to sign and give biometrics.
What is the stamp duty in Rajasthan in 2026?
Stamp duty in Rajasthan is 6% for men and joint buyers and 5% for a woman buying alone. Since 11 February 2026, surcharges of about 33% of the duty are added, and the registration fee is 1%. That makes the total about 8.98% for men and 7.65% for women.
Why did property registration in Rajasthan get costlier in 2026?
The base duty didn't change. The infrastructure surcharge under Section 3-A of the Rajasthan Stamp Act rose from 10% to 13% of the duty. On a ₹50 lakh purchase by a man, that adds about ₹9,000.
How do I check the DLC rate in Rajasthan?
Open e-Panjiyan, select DLC rate information, then choose your district, tehsil, SRO and zone. Stamp duty is charged on the DLC value or the sale price, whichever is higher, so check it on the day you value the deed.
How do I pay stamp duty online in Rajasthan?
Complete the valuation on e-Panjiyan to get your CRN and duty amount, then generate an e-GRAS challan. Pay by net banking, debit or credit card, or at a bank branch, and keep the receipt for the SRO.
Do women pay lower stamp duty in Rajasthan?
Yes, but only when the woman is the sole buyer. She pays 5% instead of 6%, and the surcharge falls with it. Add a male co-owner and the deed is charged at 6%.
How can I check if a property in Rajasthan has a loan or dispute on it?
Use the Search / e-Inspection service on e-Panjiyan to see registered documents for the property. For land, check the jamabandi on Apna Khata. For a formal encumbrance record or certified copies, apply at the sub-registrar office.
How long does property registration take in Rajasthan?
If your documents and valuation are correct, the SRO visit usually wraps up in a single sitting. Most delays come from slot availability, a DLC mismatch or missing papers, which is why we suggest preparing everything before you pay.
